Prof. Samer Bagaeen

Samer is a Technical Director in Town Planning and Stakeholder Capability in the Environmental Planning team at Arcadis. His experience lies in local government capacity building in planning and design. He is a trusted advisor and recognised expert on planning for resilience integration in cities. He brings a unique perspective into projects as a politician, planning practitioner, a project manager, and a professor. Samer is a Trustee of the Royal Town Planning Institute (RTPI) and is Non-Executive Board Member on the South East (England) Regional Board at the Royal Institution of Chartered Surveyors (RICS) in London. He is presently the Chair of the RTPI’s International Committee. Working in local government in England, Samer supported the delivery of the Brighton and Hove 2030 Carbon Neutral plan and the Brighton and Hove Circular Economy Route Map. At Arcadis, Samer has delivered projects including a framework for the city of Alexandria in Egypt for the costs and benefits of adaptation projects across economic, social, and environmental measures. Samer is part of the Arcadis team commissioned by the Mayor of London and Connected London to deliver the London Plan Guidance for the delivery of digital connectivity infrastructure across the city. In Jordan, Samer worked for the Rockefeller Foundation to deliver the Amman Resilience Strategy and for the EBRD to deliver the Amman Green City Action Plan. In London, Samer is a member of the advisory group for the Real Estate Data Foundation and has recently delivered keynotes on smart city infrastructure in Amman, London, Lima, Algiers and Lisbon.
